Dear friends of Serres - La Batie Montsaléon Airfield!
From the beginning of 2024, the new European safety and security rules will also apply to secondary airfields. All Hautes Alpes airfields are affected, including Serres - La Batie Montsaléon.
These are safety and security rules for people and vehicles on the airfield. These rules do not apply to flight operations, but only to people and vehicles using the airfield. What's new? What's new since the publication of these regulations is that there is now a vehicle badge for access to aircraft parking areas and the runway, as well as personal authorization to enter these areas, whether you're a pilot or just a pedestrian helping to set up or move gliders.
IT IS ALSO COMPULSORY THAT ALL VEHICLES OBTAINING AUTHORIZATION TO ACCESS THE RESERVED PARTS OF THE AERODROME HAVE FIRST OBTAINED FROM THEIR INSURER AN EXTENSION OF COVER FOR CIRCULATION IN AIRPORT ZONES.
Instructions :
- All persons, including non-flying attendants, accessing the airfield outside the "city side" zone must be registered via the computer portal, and must read and accept the Arrêté Préfectoral, as well as other airfield rules, such as the VAC card.
- Following registration on the portal, only the vehicle authorization form will be e-mailed back to the applicant, who must then print it out and affix it to the vehicle concerned, clearly visible behind the windscreen.
- The vehicle must be insured for use in the airport area, covering damage to aircraft, and have a valid MOT where applicable.
- As a general rule, speed must be adapted so that the driver remains in control of the vehicle under all circumstances.
- The use of vehicle warnings is compulsory, unless otherwise authorized by the operator.
- The driver is responsible for preventing collisions with aircraft.
- Aircraft always have the right of way over anyone in a vehicle or on foot. The driver must ensure that no aircraft are present before entering the area.
- Anyone on foot in aircraft movement zones must wear high-visibility clothing.
- For accompanying persons, a declaration is sufficient, but checks may be carried out by the Gendarmerie des Transports Aériens or by the operator. The supervisory authorities may inspect our airfield several times a year, and the penalties are considerable.
- In accordance with regulations, the airfield operator keeps lists of vehicles and persons who have been granted access authorization. These vehicle access authorizations must be prominently displayed behind the windscreen.
- The airfield operator has the power to revoke authorizations given to persons or vehicles contravening administrative rules. Unidentified persons and vehicles will not be allowed entry.
- As the holder of an access authorization, you may bring other people onto the airfield, but you are responsible for those accompanying you. Children under the age of 14 are only allowed on the airfield with an authorized person in charge; young people aged 14 and over may be authorized persons. Dogs are not allowed on the airfield, and must be kept on a leash in the "city side" area.
- The airfield is divided into a maneuvering area (runway), a taxiway area (parking lots, taxiways) and a "city side" area, such as the campsite or restaurant. Due to the lack of physical separation, campers and cottage occupants must pay particular attention to these areas.
IT IS IMPORTANT TO IDENTIFY THESE ZONES IN ADVANCE ON THE MAP ON PAGE 220 OF THE DEPARTMENTAL REGULATIONS.
IT IS ALSO REMEMBERED THAT THE TRAFFIC AREA (PARKING, TAXIWAY) IS NOT A RUNWAY, AND THAT POWER-UP FOR TAKE-OFF MUST ONLY BE CARRIED OUT AT THE BEGINNING OF THE MANEUVRE AREA (RUNWAY). see ICAO LFTM Aerodrome Map.
This applies as a self-briefing for persons authorized to access the aerodrome.
To resume:
- Presence on the aerodrome is only authorized if justified.
- All persons entering the airfield and campsite must be informed before taking their first step on the site, and must be registered to enter reserved areas outside the "city zone". The vehicle badge must be visible on the windscreen.
- Any holder of an authorization may bring along other persons who must remain in his or her immediate vicinity during the trip. The holder will be solely responsible for them.
- Dogs and other animals are strictly forbidden on the airfield, unless they are kept on a leash on the "city zone" side.
- Thanks to the online pre-briefing and the registration portal, the system is as simple and quick as possible for everyone. Please use the system before the start of the season, as an individual briefing on these safety rules is not possible.
- As justification and verification of these rules is becoming compulsory and can occur at any time, both from the aviation police and the operator, please keep a photo of your ID documents on your cell phone.
Examples: The person helping to set up the glider, moving the car after the start, etc., must be authorized to enter the site, and the car must have the authorization clearly visible on the windscreen. Each person must be registered on the gate to be authorized to enter and circulate on the airfield.
